List Box Always On Top??

Has anyone else noticed this? If an unbound list box is placed on a
form, it can't be sent "behind" other controls. It persistently
remains on top. I've tried this in A2003 and A2007 and the list box
can't be sent to the back. Am I missing something or is this a bug?

Surely this would come under the definition of a bug.
