Access on the Internet: Data Access Page?

I am currently creating a database for a new company that we acquired. There are a small number of private sales reps based out of their homes. Initially, these people were sending in files/order forms(mostly excel files) of their sales that need to be entered in one database. With all of these reps providing bad data without constraints, generating reports with good data will be a nightmare. Managers have looked at having someone implement this as part of their website, but it is "too costly" (they are cheap). I don't really want to volunteer to do this because building databases is only a task that I perform in my downtime. Well, I thought that we may be able to get better control of the data and eliminate us re-entering data by using a data access page. Unfortunately, all our websites are hosted on an external web host and my IT guy does not like researching and we couldn't figure it out. Anyway, are data access pages an appropriate solution to my problem? (I only have access 2000 right now, but may be able to come up with a newer version) Can I properly utilize data access pages on an external web server(it does have SQL capabilities)? If not, could someone please suggest a solution. Any help would be much appreciated.
