http post tbl records to server

Hi

I am working outside my experience here so please forgive me for any
errors or 'silly bits'

I have an access2002 db with 1 table, the table is automatically
updated regularly via an incoming message from a gsm modem (could be
every few seconds, or every few hours).

I want to be able to check for new messages every few seconds and send
new messages to a server via http post + mark sent messages as 'read'.

Can this be done within access?

Is there some off the shelf package that will do this?

Do I need to get someone to write a script or vb application to meet
my specific requirements.
